I like your strawman diagram, but the only part i dont understand is the very top one called non-immediate neighborhood - why is that at the top instead of under citywide news?

Because the top of the pyramid is the narrowest, representing what the smallest number of people are likely to read -- neighborhood specific news that isn't their neighborhood. I'm suggesting that you're more likely to read about a zoning dispute on your block than about the mayor's race; but that you're more likely to read about the mayor's race than a zoning dispute in a suburb on the other side of town.
